« The U.S. had been encouraging the satellites that were making the most trouble for the Soviet Union, so Romania and Nicolae Ceaușescu had been at the top of the U.S. “good” list. We decided that was the wrong approach; that what we should do was encourage the movement from within to broaden the system to make it more open. So Ceaușescu went from the top of our list to the bottom, and Poland went to the top. »
